Climate The climate for Culver City is Perfect without any extremes in temperatures from season to season. Winter temperatures average in the middle 50s and summers average at around 70 degrees F with an average rainfall in January of 3.57 inches. History Spanish Explorers had claimed California as early as the 1500s. In 1769 King Carlos III of Spain mandated colonization. Father Junipero Serra started establishment of the missions, which functioned as centers of activity from San Diego to the north, between 1769 and 1823. Native Americans from the area near the San Gabriel Mission (est.1771), called The Gabrielinos, frequented the area for hunting. In 1781, "El Pueblo de Nuestra Senora la Reina de Los Angeles" was settled which later became The City of Los Angeles. Families came on different expeditions to settled in the La Ballona Valley. Soldiers, Francisco Salvador Lugo and José Manuel Machado and his wife, came on Rivera's 1774 trip from Sinaloa, Mexico. Lugo was present at the founding of the pueblo of Los Angeles in 1781. Jose Machado's brother Ygnacio Machado, tried to acquire land near the pueblo but was unsuccessful, so he decided to settle in this valley. He and two partners, Felipe Talamantes and his son Tomás raised cattle on Rancho La Ballona, established in 1819. Culver City was formed nearly 100 years later from portions of the 14,000 acre Rancho La Ballona (Machado/Talamantes property) and Rincón de Los Bueyes (Higuera/Lopez property) in a 1.2 square mile area, along a transportation route, alongside railroad tracks, halfway between the growing pueblo of Los Angeles and Abbot Kinney's resort of Venice. In those days one could catch a "Red Car" downtown to Los Angeles, or to Abbot Kinney's resort of Venice. Harry Culver's dream city would balance the residential with commercial economy and started plans for the city named in his honor in 1913. Culver City, incorporated in 1917, as a "general law city," General law cities, now an outdated form of city government, derived their power from acts of the State Legislature. Early on, the trustees concentrated the city's formation and employees were hired handle the business of the city. The Fire and Police Departments were established. The economic balance was underway, the studios formed an economic base. The Honers family built Western Stove north of La Ballona Creek, the first manufacturing plant in 1922, on Hays Street (presently National Boulevard). The city had started growing and the Prohibition spawned bootlegging and nightclubs which appeared around the city in the 1920s and 1930s. Paul Helms started construction on his well known Helms Bakeries in 1930 on Washington Boulevard and Hayden Industrial Tract was established in the '40s. Automobile dealerships replaced the nightclubs on Washington Boulevard in the '50s. Over the years, over forty annexations increased Culver City's size to about five square miles.
